Policy and regulation
Spectrum Value Partners works on both sides of the policy
and regulation debate: we help regulators and ministers to
develop, evaluate, implement and revise public policy and
to establish regulatory frameworks; and we assist companies
in evaluating regulatory policy and refining business strategies,
informed by the evolving regulatory structure.
Our experience includes policy reviews in the context of changing
technologies and market trends, drafting long-term regulatory
roadmaps and formulating the principles upon which Codes of
Practice are based. We provide advice across a wide
range of telecoms and media regulatory issues including ownership
regulations, access policy, competition rules and market definitions,
tariff rebalancing, USO, content standards, spectrum planning
management, frequency allocation including auctions, number
portability, digital clustering and cost benefit analysis.
Recent clients include regulators such as TRA (Bahrain), HKBA (Hong Kong), Ofcom (UK), MDA (Singapore) and TRAI (India); ministries such as DfES, DTI, DCMS (UK), MCH (New Zealand), MICA (Singapore), and Telecoms Ministry (Sri Lanka); and companies as varied as Alcatel, the BBC, the British Library, Cable & Wireless, DiGi, ITV, NBC, O2, Television New Zealand and Vodafone.
